Committee Charge

The Committee shall:

  1. Advise on both short-term and long-term plans for handling on-campus automobile and motorcycle traffic, including flow, control, parking, and storage. Committee members shall consult the appropriate administrative officers and the Campus Planning Committee to inform themselves regarding land use, parking lot design, and landscaping as these considerations bear on campus parking and transportation policies;
  2. Advise on plans for campus bicycle traffic;
  3. Advise on plans for other modes of transportation, including Cambus;
  4. Advise on rules and regulations and fee schedules pertaining to all modes of campus parking and transportation, including priorities, registrations, and penalties for violations;
  5. Advise on procedure for handling appeals of fines arising from alleged violations of traffic or parking regulations;
  6. Advise in developing and reviewing plans for coordinating university transportation and facilities with those of city, county, state, and federal agencies.

All meetings in the 2024-2025 academic year took place in the afternoons, typically with a 3:30 PM start time.

Topics your committee will address during the coming yearThe Committee plans to review parking rates, capital projects, and parking policies along with other topics that arise from stakeholders.
Other issues of concern

There were not many issues of concern, however there were themes present across meetings, aside from project updates.

  • Night and Weekend Parking – There were changes communicated to the University community which sparked conversations about cost, enforcement, and regulations surrounding the night and weekend parking options.
  • Parking Rate Increases – Changes were made to increase rates for the first time in several years and the changes were thoughtfully put forth to be fair to users of parking facilities while being mindful about the increasing costs to build and maintain quality parking facilities.
  • Availability of Patient Parking at UIHC Facilities – Parking and Transportation staff and UIHC staff collaborated to address the issue of patients being unable to find parking when they came for appointments due to students, faculty, and staff taking patient parking. The implementation of Parking Ambassadors was designed to alleviate these issues while providing an extra helpful touch for patients as they come into UIHC ramps, and redirecting students, faculty, or staff to appropriate facilities.
What should we tell applicants for this committee regarding expectations of members (anticipated workload, existence of subcommittees, etc.)?

The Parking and Transportation (P&T) Committee meets three times each fall and spring semester. P&T committee meetings are allotted to last 90 minutes, with an agenda sent ahead and minutes sent following each meeting. P&T Committee members should budget about 30 minutes outside each monthly meeting to review the agendas, minutes, and other information sent out. 

New and aspiring committee members should review the following:

Reviewing the previously listed items will help familiarize applicants with existing resources, initiatives, and organizational structures associated with the P&T Committee. Each committee member brings their own training and experience to engage in meaningful dialogue related to improving the Committee and University of Iowa community. P&T Committee members regularly provide helpful insight to Parking and Transportation staff that often leads to changes and improvements benefiting the whole community.
